In large soup kettle bring water and beef to a boil.
Reduce heat and simmer until meat is tender.
Remove meat and chop.
Finely strain broth.
Return meat to strained broth.
Add potatoes ,onions carrots and celery.
Squeeze juice from lemon &
chop finely.
Add juice and lemon to broth (can substitute
1 Tablespoon concentrated lemon juice ).
Add ketchup ,vinegar cloves, allspice, salt and pepper.
Simmer until
Potatoes, carrots and celery are tender.
Meanwhile, brown flour by cooking over medium heat in small heavy skillet stirring constantly.
Sift flour into boiling soup stirring constantly until soup is thickened.
